What are the entry requirements for fully vaccinated exemptions?

Fully vaccinated travellers must follow the entry requirements:

    • Pre-entry PCR COVID-19 test required within 72 hours before departure
    • Self-arranged quarantine plan
    • Arrival PCR COVID-19 test if randomly selected
    • Requirements checklist
I took two types of vaccines. Will I be considered fully vaccinated?

To be considered fully vaccinated you must have received the full series of an accepted COVID-19 vaccine or a combination of accepted vaccines.

I’m fully vaccinated, and I was exempted from quarantine. Do I still need to do the arrival PCR COVID-19 test?

Effective August 9, fully vaccinated travellers will not need a post-arrival test unless they have been randomly selected to complete a Day 1 COVID-19 molecular test. There are no changes to the mandatory testing requirements for unvaccinated travellers. If your result is negative, follow local public health measures, wear a mask in public places and a keep of list of close contacts for your first 14 days. If your test result is positive, you must self-isolate and follow instructions provided by the local public health authority. College staff will monitor your well-being for 14 days.

What does it mean to self-isolate?

Under self-isolation, you must stay at home, avoid public places, and avoid contact with other people. Here are some examples of activities you are not permitted to do under self-isolation:

    • You cannot use public transportation such as taxis, buses or subways
    • You cannot go to restaurants or grocery stores - you will need someone to deliver food to you
    • You cannot go to shops - this may impact students' ability to purchase a cell phone or SIM (for example)
    • You cannot go to work, school, or any other public places
    • You cannot travel outside to look for a job
I purchased my quarantine package but I’m now fully vaccinated. Can I request a refund?

If your vaccination status changes from the time you purchases your quarantine package to your travel date, you will need to inform covidtesting@lambtoncollege.ca immediately. Only students who are unvaccinated or partially vaccinated can use the Lambton College quarantine package. If you misrepresent your vaccination status and purchase a quarantine package, you will not be refunded.

Do I need to inform the College when I'm travelling?

This depends on your vaccination status. If you purchased a quarantine package, you will need to inform housing@lambtoncollege.ca of any flight changes or cancellations; otherwise, you may be charged for the late hotel cancellation.

If you are fully vaccinated, you only need to inform the college on the exemption form of your expected arrival date; however, you do not need to email us your flight details.

Please email orientation@lambtoncollege.ca of any study permit approval, PPR or TRV so that we know that you are eligible to travel.

My spouse and I are fully vaccinated, and we are travelling with children. Do we still need to purchase the Lambton College quarantine package?

It depends. If your children are under the age of 12 upon arrival in Canada, you do not require the Lambton College quarantine package. If your children are partially vaccinated or unvaccinated and between the ages of 12 and 17, you require the Lambton College quarantine package. For more details, please refer to COVID-19 vaccinated travellers entering Canada

I am not fully vaccinated. Can I arrange my own quarantine plan?

If you do not qualify for an exemption, you are required to purchase a Lambton College quarantine package in accordance with our DLI Readiness Plan.

What does it mean to have a suitable quarantine plan?

All Lambton students must upload their quarantine plans onto the ArriveCAN app.

    • Students who are not fully vaccinated still need to quarantine for 14 nights.
    • If you are fully vaccinated, you need to arrange your own suitable place to quarantine that meets federal government requirements. To determine if your self-arranged quarantine plan meets the federal government requirements, complete the assessment HERE.
I’m fully vaccinated. What if my self-arranged quarantine plan is rejected by the government representative?

The government representative will direct you to a federal facility or to the Lambton College quarantine hotel.

Why could I be denied an exemption at the airport?

Final determination is made by the government representative at the border. You must be prepared to quarantine for 14 nights in case you are symptomatic or don’t meet the requirements.

I have a COVID-19 resolved case. Can I be exempted?

Persons recovered from COVID-19 must have proof of a positive COVID-19 molecular test taken between 14 to 90 days before travel and are required to quarantine at the Lambton College designated hotel for 14 nights. Exemptions are only for the pre-entry test, arrival test, Day-8 test and 3-night mandatory hotel stopover.

I was not exempted from quarantine at the airport. What do I do now?

You will need to book 14-night Lambton College hotel. Please purchase your Lambton College quarantine hotel package

Which airport do I need to arrive in Canada?

Exemptions are determined at the port of entry. Lambton’s DLI is in the province of Ontario so students should only fly into Toronto Pearson Airport.

When should I travel to Canada?

According to IRCC, students should not travel more than 28 days before the start of the term. If you are fully vaccinated, you should not arrive in Canada less than 14 days from your last dose. If you purchase a quarantine package from Lambton, you can travel 15 days after you submit your flight itinerary.

Do I have to take the COVID-19 Day-8 test?

If you were not exempted from quarantine at the airport, you are required to complete your Lambton quarantine and self-administer the Day-8 COVID-19 test. You must provide the Day-8 test result to the college.

Are there penalties if I don’t comply with the government rules?

Violating any instructions provided to you when you entered Canada is an offence under the Quarantine Act and could lead to up to:

    • 6 months in prison and/or
    • $750,000 in fines

If you break your mandatory quarantine or isolation requirements and you cause the death or serious bodily harm to another person, you could face:

    • a fine of up to $1,000,000 or
    • imprisonment of up to 3 years or
    • both

    Fined $5,000 if you:

    • Present fake documents upon arrival in Canada
    • Refuse to take a COVID-19 PCR test at the airport upon arrival or refuse to complete the Day-8 test
    • Refuse to stay at a government authorized hotel
    • Leave quarantine prior to the end of the 14th day and/or without confirmation of a negative Day-8 test result
    • Fail to complete the isolation period if symptomatic
What is the Lambton College COVID-19 Readiness Plan and how does it relate to the Canadian government’s quarantine requirements?

Lambton College has signed a COVID Readiness Plan Agreement with the Ontario Provincial Government to permit our college to accept and register international students for study in Canada. To comply with this agreement, Lambton College, along with Queens College and Cestar College, have implemented the following processes and protocols. Please note that we are legally required to follow these protocols as part of our provincially and federally approved DLI COVID-19 Readiness Plan:

    • All Lambton College international students coming from abroad who are not fully vaccinated will be required to purchase a Quarantine Package from the College.
    • All students must co-operate with daily compliance checks during their 14-day self-quarantine period.
    • All students are required to take a mandatory COVID-19 test during their self-quarantine period and report the result to College staff.

Lambton College, Cestar College and Queens College are subsidizing the cost of Quarantine Package to help our students with the extra costs of entering Canada during this pandemic.
